Functions of local self-government

Functions of local governments are dividedon categories in accordance with the tasks that are solved in the framework of municipal activities, powers, and taking into account the role of this industry in the organization and implementation of democracy as a whole. Among the main tasks of the municipal authority, it should be noted:

1.Ensuring the participation of citizens in solving municipal issues. Within the framework of this function of local self-government in the Russian Federation, legal guarantees for the participation of citizens in the implementation of relevant activities are established, both directly and through elections. Based on the adopted and current legislation, the population is entitled to participate in gatherings, referendums, elections, other forms of expression of will. Citizens are entitled to elect, be elected to territorial authorities. Within the framework of this function of local self-government, citizens have the opportunity to apply to municipal offices, to officials on issues related to local life, to receive objective and complete information about the activities of these missions. And also get acquainted with materials, documents that directly affect the freedoms and rights of citizens. The law guarantees the protection of the rights and freedoms of the population.

2.The functions of local government provide for the management of municipal property, as well as financial means. According to the law, municipal entities have their own budget and own property. In relation to property and finance, the law is exercised by territorial government bodies and (in cases stipulated by law) directly by the population. On legal grounds, municipal offices can transfer various objects that are classified as municipal property, for temporary use by the population or legal entities, alienate in accordance with the established procedure, lease out, make other transactions. Within the framework of the management function of local self-government, agreements and contracts for the use of facilities are established. The implementation of these and other powers should be carried out in the interests of territorial formation, serve its needs. This is mainly provided by the activities of municipal bodies elected by the population.

3.The functions of local government provide for the development of the territory of the entire municipal formation as a whole. Municipal regulation of the law includes issues related to integrated development, which, in turn, is designed to increase the efficiency of economic activities, solving social, cultural, environmental problems. Local self-government also deals with the rational use of natural, labor and other resources of the territory, the formation of optimal conditions for recreation and life of citizens in general.

4.Among the functions of the municipal authority, it is necessary to note the provision of meeting the existing needs of the population in the services of communal, social, cultural and other nature. These tasks are fulfilled through the formation, content and development of the relevant municipal enterprises, organizations, services, institutions.

5.The functions of local self-government include ensuring the protection of order, as well as protecting the rights and interests of the municipal authorities themselves. Protection of order is exercised through the formation of appropriate bodies with special powers. The protection of interests and rights is carried out through unions and associations of municipal formations.
