The law on state service in Russia was issued in1722, and it was called Table of Ranks. The tsarist government reacted to the preparation of this decree very responsibly, having spent on the creation of this document for about three years. The table of ranks was a natural outcome of the cardinal transformations of Peter I, as a result of which the number of posts in the state and military apparatus increased dramatically.
