In 2013, the guidelines forfilling out a new form, developed by the federal statistical agencies, on providing information on injuries resulting from accidents at work.
Form 7-traumatism is given by organizations andenterprises once a year. Once every 3 years, the TOGS is provided with an Appendix to the 7-injury report, which reflects information on the distribution of casualties from work accidents due to incidents and their main types.
Who should take the 7-injury form?
The given reporting in statistics should be handed over to organizations of all forms of ownership with the exception of:
- microenterprises;
- legal entities whose activities are related to state administration and ensuring military security;
- an organization whose activities are connected with finances, social insurance and provision of insurance services.
Also included in this list are households and extraterritorial organizations.
It is necessary to submit the form of 7-traumatism to the territorial office of Rosstat before January 25.
Information on microenterprises and extraterritorial organizations
Microenterprises include companies andThe organization with the number of employees is less than 15 people. This definition is enshrined in the Law on Small and Medium-sized Entrepreneurship on the territory of the Russian state.
Extraterritorial organizations are representatives of other countries located on the territory of Russia, and international companies.
In the recommendations for filling out the form,established by the federal statistical bodies, stipulates that the above-mentioned organizations, regardless of their form of ownership, do not pass the statistics to the statistics on injuries.
What is indicated in the form №7-traumatism?
The report records the data on the victimsworkers as a result of cases that led to injury at work. Both the main document and the Appendix to Form 7-traumatism are filled out on the basis of an act drawn up on the basis of the results of the investigation and completed in the corresponding form (H-1). The procedure for the management of an enterprise, organization or institution during a traumatic situation is enshrined in the Labor Code of the Russian Federation (articles 227 to 231).
The form of the Appendix to the form 7-traumatism can be downloaded in the information legal systems "Consultant" or "Garant", as well as on various Internet sites.
The forms of documents necessary for filling in at the time of occurrence of accidents in the production process are approved by law.
Basic Rules for Completing the Annex to Form 7-Injury
- All information specified in the Annex to the main report should reflect the completeness of the data and its reliability.
- All data entered in the table is indicated in units, which is assumed to be the form of the report.
- If the legal entity has subdivisions working in its structure, the work is separated, then the Appendix to form 7-traumatism is filled out separately for each.
- Ready-made reports are provided to Rosstat's bodiesat the place of registration of each separate subdivision and the legal entity itself. If the organization carries out its activities not at the place of registration, the data is provided at the place of actual location.
- In the line where you want to specify information aboutenterprise, write the full name of the organization, according to the constituent documents, and in brackets indicate the abbreviated name, if any. If the Annex to Form 7-traumatism is filled in a separate subdivision, then first indicate its name, and then the name of the main organization to which it relates.
- In the line where you need to specify the address, register the registration data and the actual location. Index is also required.
- The all-Russian classifier of organizations and enterprises, which are indicated by legal entities in the code part of the annex, is assigned and sent to them by the territorial statistical bodies.
The head of the organization is appointedresponsible person who will be engaged in the preparation of reports and filling out the statistics form. The application to the form 7 injuries are usually filled by accountants or labor protection specialists at the enterprise.
Important details when completing the application
All information about the victims in the enterprise fromaccidents that are included in the Annex to Form 7 injuries must comply not only with the act drawn up by the results of the investigation of the event that caused the injuries, but also with all the requirements and rules laid down by the legislation of the Russian Federation.

How to fill out the Annex to the form 7 injuries
The number of victims by main speciesThe unfavorable incidents that led to a sad outcome (these are lines 2 through 15 in the Appendix) are filled out on the basis of an entry in the Act drawn up on the basis of an investigation into the incident at work (they take into account the clause in the report entitled “Type of incident”).
The separation of victims for the reasons of the incident (these are the remaining lines from 16 to 30) is filled out on the basis of the same act, only use the item called “Causes of the accident”.
Line 01 indicates the sum of lines 2 through 15 andfrom 16 to 30. Accordingly, the obtained values should be equal, since only one number is written. In the 3rd column indicate all victims of the accident, and in the 4th column put the number of those whose accident ended in death.
Arithmetic and logical calculation
- The first line of the third column corresponds to the sum of lines from 2 to 15 and the sum of lines from 16 to 30.
- The first line in the fourth column is equal to the sum of the lines from 2 to 15 and the sum of the lines from 16 to 30.

As already mentioned, the form number 7 injury andThe appendix to it, which contains information about the breakdown of the affected people by type of cases and causes, is filled in for each department of a legal entity that works separately, separately. It should be remembered that even those subdivisions that are not enshrined in the constituent documents but recognized as such are included in them.
Responsibility for not submitting a report
If the organization neglects the rules for providing information on the number of accidents and the number of people affected, then it will have administrative responsibility.
If the information provided was distorted(erroneously or intentionally), the enterprise will reimburse the damage to the statistical bodies, as they will have to amend the already prepared statements in the future.
