Fire Safety Declaration was introduced by the Federal Law№123. The presence of such a document allows the owner to independently determine the requirements for the construction within the framework of the law and develop instructions. It includes a set of acts obligatory for execution by the owner himself and the persons operating the building. The declaration of fire safety of the object contains information aimed at ensuring the safety of health and life of individuals, as well as property located in the enterprise.
Required events
According to art. 64 FL №123, the owner of the object must conduct an assessment of:
- Expected damage due to fire. This analysis can be expressed as liability insurance.
- Fire risk building.
Both of these activities are reflected in a special form andare integral parts of the documentation. Fire risk assessment is carried out by an expert organization and is recorded in the appropriate conclusion. The estimated damage is determined by the owner independently. He may also attach a copy of the insurance policy to the documentation.
Building categories
Fire Safety Declaration is issuedregarding the structures listed in art. 64 FZ №123. In particular, they include class F 1.1 buildings, as well as those for which state examination of project documents is prescribed. Institutions that must have a fire safety declaration:
- Schools, pre-school and other educational institutions.
- Hospitals.
- Sleeping buildings of boarding schools.
- Specialized homes for the disabled and elderly.
Fire Safety Declaration is madealso for industrial and agricultural facilities. These include, in particular, warehouses, energy institutions, communications, transportation and other enterprises.
Fire Safety Declaration: technical regulations requirements
Documentation should:
- Include fire hazard analysis and calculation of possible damage to other persons due to fire.
- To be issued on the whole building completely or on its individual elements (buildings, buildings, premises).
- Compiled and provided to the supervisory authority directly by the owner of the object or by the person to whom it belongs under the right of lifelong inheritance, households. management or operational management.

The form of the declaration is established by law.Change its owner has no right. A declaration is made in 2 copies, which must be signed by the owner of the facility. Documentation is sent to the territorial department of the Ministry of Emergency Situations and Civil Defense.

- Plan BTI for all buildings for which the declaration is made, with a list of technical, qualitative and quantitative features.
- Information about the climate of the region where the company is located.
- The main features of buildings of architectural, constructive and space-planning nature.

Tasks of the authorized body
The Ministry of Emergency Situations maintains records onpaper and electronic media. Authorized persons make the necessary adjustments to the list, enter data on declarations within 1 business day from the date of assignment of the registration number documentation. EMERCOM employees are checking the correctness of filling out the papers. In the absence of inconsistencies with the established requirements, the declaration is registered by entering the necessary information into the list. If there are shortcomings, the documentation is returned to the owner with a reasoned reasons for non-acceptance. Not later than 3 days from the date of assignment of the declaration of the number one copy is sent to the owner of the structure, the other remains in the Emergency Situations Ministry unit.
Registration number
It is assigned to each accepted declaration.The structure of the room is divided into three parts. The first consists of the digital value of the settlement and the code of the region of the Russian Federation in whose territory the structure is located. The second part is the serial number of the documentation. The last digits indicate the control and supervisory code.
Fire Safety Declaration: Validity
The period during which the documentation hasforce, will depend on the scheme of its preparation and the declared products. The law defines a maximum period of 5 years. It is allowed to install when using scheme 4d. Documentation can be made on a limited amount of products. In such situations, its expiration date is not specified - the paper is considered disposable. When using 2d or 1d declaration schemes, it is allowed to set a period of not more than a year. If 3D form is used, then the validity period is not more than 3 years. The company's products may be in great demand, or the management does not plan to engage in the production of other products, except those that already produce. In these cases, the experts recommend to draw up the documentation for the maximum period allowed by law. If the enterprise does not have confidence in stable serial production, then it is more expedient to draw up a declaration for a period not exceeding one year.
