Rules for the carriage of goods by road

New rules for the transport of goods by many are treated as a kind of "system", confronting the existing chaos. The article highlights the main points of the new rules.

Rules for the carriage of goods by roadtransport consist of eight provisions, the first of which reveals their main essence. In addition, the general provisions indicate the items included in the rules, namely:

- the procedure for the carriage of goods in international traffic;

- the procedure for the carriage of dangerous goods within the limits of long-distance, suburban and urban traffic;

- the procedure for the carriage of goods of the category "perishable" within the intercity, suburban and urban communications, as well as international traffic.

In the general provisions, the values ​​of the accompanying statement, the cargo space, the consignment, the heavy, large and divisible cargo are also explained.

The second provision contains information,concerning the conclusion of freight (chartering) contracts for transport intended for freight services. This provision, included in the rules for the carriage of goods by road, determines the procedure for filing an application (order) with the carrier, the conditions for filling out a bill of lading, which is a confirmation of the conclusion of a contract for freight transportation. In addition, the provision provides for the provision of information containing the conditions, cost and order of payment for freight services. Particular attention is paid to the carriage of goods of the "valuable" category and transportation with a person representing the interests of the cargo owner. In the absence of traffic accounting, transportation is performed in accordance with a charter contract or a transport order.

The third provision clarifies the concept ofprovision of containers and other vehicles, reception for the carriage of goods, as well as loading of goods into containers and other vehicles. In this case, the conditions and terms are explained, as well as the fitness indicators of the means of transport for transportation. When accepting the goods, the carrier has the right to make his reservations and comments to the points of the waybill. All changes related to the conditions of carriage, including address changes, must also be included in the document. In some cases, the consignor may refuse to execute the charter contract. The rules for the carriage of goods by road provide for the imposition of marking and manipulation inscriptions and signs on the corresponding cargo. The rules set the procedure for loading cargo and the choice of means of its attachment.

The fourth provision, included in the rules for the carriage of goods by road, explains the procedure for determining the cargo weight and sealed transport.

In the fifth position the terms of delivery and the order of delivery of cargoes, and also cleaning of the used transport are shined. In this case, an essential condition is the availability of a waybill.

The sixth provision clarifies the featurestransportation of cargo of a separate type, determination and accounting of its weight. The rules for the transport of food (perishable cargo) are carried out with the obligatory observance of the conditions defined for each type. At the same time, it must be fully preserved.

It is allowed to compile the above documentation without the participation of one of the parties with a written notification. The marks on drawing up of claims or registration of an act are made by authorized persons. The number of copies should be equal to the number of persons involved.
