In this case, you need to contact your doctor, who can issue a referral to the ITU (medical and social expertise).
Issue the necessary direction for the commissionand an employee of the USSN (Department of Social Security) or the FIU (Pension Fund). In this case, you will need to present a certificate confirming the medical indications for such a procedure as disability registration. If a referral for examination is denied, the citizen will receive a document with which he can independently contact ITU specialists.
So, when applying to the medical and social expertise, you must provide the documents:
1. An identification document (passport), and for children up to 14 years old - a birth certificate.
2. If necessary, a document confirming the rights of a legal representative.
3. Written statement.
4. Direction (in the form number 080 / y-06).
This package of documents is transmitted to the ITU Bureau, where they are registered, and the citizen is given an invitation for an upcoming examination.
Examination can be conducted without the presence ofpatient, in hospital, at home. During its implementation, specialists evaluate the patient’s health status and the degree of restriction of his vital activity. The decision on the recognition of a disability or refusal is made by voting between ITU specialists.
In the case of a positive examination decision, the assignment of disability is certified by the following documents:
1. Help in which the disability group is written.
2. Sheet of disability with an indication of the decision of the ITU (if available).
3. Individual rehabilitation program.
The document on the decision taken by the ITU is sent to the Pension Fund, where an allowance will be charged corresponding to the disability group.
Denial of disability registration can be challenged inHead Office of ITU. It is enough to file an application for appeal against the decision made to the local medical and social expertise. No more than 30 days will be re-examination.
Commission’s decision on a procedure such asregistration of disability, can also be appealed through the USNS or insist on an independent examination. The final court of appeal is the court. His decision will be final.
Re-examination of a disabled person
You can confirm the disability in advance, but not earlier than 2 months before the expiration of the due date. The basis for this is the statement of the citizen (his representative).
Disabled people of group I are re-examined once every two years, groups II and III - annually, disabled children - once in a period established by the category “disabled child”.
Indefinitely disability clearance is possible only in the prescribed manner according to Resolution (List) No. 247 approved by the Government of the Russian Federation (dated April 7, 2008).
