Ecological rationing

The right of every Russian to stay insafe environment is enshrined in the Constitution of the Russian Federation. In addition, any citizen of the country can expect to receive information on its state, corresponding to reality. Human health in the process of life and work, nothing should be threatened, and environmental rationing ensures the practical realization of this right. It is the most important tool that regulates the use of nature, it makes it possible to control the safety of the ecosphere. In domestic and foreign environmental management this concept is widespread and it is believed that environmental rationing is a method of administrative management.

Environmental protection requirementsregulate the maximum permissible standards of human influence on the constituent parts of nature. They include legal, scientific and administrative control, which is aimed at establishing acceptable parameters of the impact on the OS. If the regulations that established the ecological rationing are observed, there is no degradation of ecosystems. This makes it possible to guarantee security to the public.

Being the central idea of ​​the Federal Law,the issue of OS protection occupies a separate chapter at number 5. Here, the basis for the standardization, requirements for activities in the field relating to environmental protection is set out in detail. In the same chapter, various types of human economic activity and possible consequences that can affect nature are discussed in detail.

Environmental rationing includes two main directions:

  • responsibility for the state of the OS;
  • responsibility for the impact on the OS.

Quality standards are provided for the assessment ofstate of air in the atmosphere, soil and water by biological, physical and chemical parameters. If the content of chemicals does not exceed the permissible concentration, the values ​​are favorable.

Environmental protection in Russia is carried out incompliance with legislative norms, which are recognized as the most important criteria for providing citizens with favorable living conditions. If the condition of atmospheric indicators, soils and water corresponds to these quality standards, this is evidence of the high efficiency of the mechanism responsible for environmental management.

Monitoring of the state of the environmentprovides for a whole range of measures directly aimed at controlling the integrity of ecosystems. It implies the observation, assessment and possible forecast of changes under the influence of anthropogenic and natural factors. Various services are involved in its implementation. Monitoring of the state of the environment differs depending on the objects that are monitored. If violations are detected in the activities of economic entities, a set of measures to eliminate them is developed and strict control over the implementation of regulations is carried out.

In Russia, 2013 will be the Year of Environmental Protection. The decree on this was signed by the Russian president, which confirms concern for the population of the country.
