After the collapse of the Communist Party of Italy and its transformation into the Social Democratic Party, Federica was (since 1996) in the Union of Left Youth. Then she left politics for several years. In 2001, the party of the Social Democratic movement “Left Democrats” (DS) was formed again in Italy. Metamorphosis of Italian politics
First, the "Left Democrats" entered into a coalition withother Italian left parties called "Olive tree". But because of the inconsistent position on domestic political issues, this coalition has lost the support of voters. Meanwhile, elections to the European Parliament and to the national parliament of Italy were near. Then the leadership of the Olive Tree decided to “rebrand” their political forces and create a new democratic party from the left coalition parties.

In these circumstances, the leadership of the European Commission asthe body formed by the Parliament, considered it necessary to have the Italian politician as the EU High Representative for Foreign Affairs. In this post, the European Commission saw Federica Mogherini. Its appointment was not easy. Poland and three Baltic countries actively opposed. Mogherini recalled pro-communist views in his youth. Nor did her opponents like the fact that the Italian government held a reserved position on the issue of sanctions against Russia. But after the Italians joined the anti-Russian sanctions, the situation changed.
